ASSAM RIFLES INTERCEPTS LARGE CONTRABAND CONSIGNMENT IN MOREH


Assam Rifles deployed in Moreh, launched an operation based on an intelligence input to intercept  a large consignment of contraband items being smuggled across the border from Myanmar. 

         

At 2.30 am on 13 October, while carrying out the operation in the border village of Haolenphai, the troops noticed movement of an individual trying to cross the border from the Myanmar side. On seeing the security forces, the suspected individual ran away and in the darkness jumped into a deep gorge in an attempt to escape, but the alert troops subsequently chased and caught the individual.

        On thorough frisking the individual and checking his belongings, 1.3 lakhs WIY tablets in 13 large packets  worth Rs 6.5 crores were recovered from the individual. On further questioning, the individual revealed that the illegal consignment of contraband was collected by him from a Burmese National from the porous Indo - Myanmar border area.

      The individual was identified as Mr Mangneo Vaiphai S/O Kaileh Vaiphai, Age 24 years, R/O Tengnopal Bazar, Tengnoupal district. After necessary medical examination, the apprehended individual along with the recovered contraband were handed over to Police Station, Moreh for further legal action.

Woman dies 1 day after giving birth, bid to storm hospital foiled


      Irate locals and family members of a 37 year old woman tried to storm Raj Medicity located at North AOC alleging negligence of doctors and hospital authorities led to the death of a woman a day after giving birth to her third child in normal delivery.

The incident occurred at around 1 pm today after locals and family members learnt that the woman identified as Elangbam ningol Phairembam ongbi Panthoi, wife of Phairembam Chingkheinganba @ Bungchi of Khagempali Nganapi Thong died at around 12.30 pm at Raj Medicity ICU. 

The timely intervention by the police however prevented any kind of unwanted incident in the hospital area. 

The deceased woman was a lady Constable of Imphal West district police and posted at Lamphel police station.

Speaking to the media near Raj Medicity,  Phairembam Ching-kheinganba @ Bungchi stated that since the beginning of pregnancy of their third child, they were consulting Raj Medicity's Obstetrician and Gynaecologist Senior consultant, Dr L Surkumar from time to time till his wife got admitted for delivery and all the required tests were conducted as prescribed by the doctor.

His wife was admitted to Raj Medicity in the evening of October 4 and gave birth to a baby boy yesterday in the morning, he said.

Later he was informed that the health condition of his wife was serious and there was an urgent need to perform an operation to remove his wife's womb and subsequently the operation was conducted, he said.

It was also informed that the kidney of his wife was damaged and needed to undergo dialysis before the hospital management staff informed him that her condition deteriorated and died in the ICU, he said.


 He alleged that it was due to the negligence of the doctor of Raj Medicity which led to the death of his wife as his wife was admitted in the hospital without any medical problem. The situation outside the hospital was brought under control by a large number of police personnel who allowed few family members of the deceased to hold a talk with doctors and hospital authorities in the presence of a senior police officer of Imphal West district.

SP Imphal West, K Meghachandra also arrived at the hospital to take stock of the situation.

After holding the talk, angry locals and family members refused to claim the body and urged the doctor concerned to make a public apology in the presence of the media for his alleged wrongdoing in the case.

After a gap of some minutes, angry locals and family members left the area and went back to their locality to hold a meeting to discuss their further course of action in connection with the incident and to form a JAC.

On the other hand, Medical Superintendent of Raj Medicity, Dr Aribam Ibotombi said that the deceased was admitted to the hospital for child delivery without any kind of health problem and on October 5 she gave birth to a baby boy early in the morning.

After giving birth, the womb of the deceased got infected and due to excessive bleeding her health condition deteriorated, he continued. Doctors of the hospital consulted with the deceased's husband and other family members for removal of her womb as the bleeding was not stopping and later an operation was done to remove her womb.

After the operation, the deceased was conscious for some minutes before her blood pressure started lowering and she was immediately admitted to ICU, he said.

The hospital staff tried all their best to save her life but unfortunately she died at around 12.30 pm today, he said.

The irate locals and family members also tried to storm the residence of the doctor concerned at Hodam Leirak later in the evening, but police yet again intervened timely and brought the situation under control.

                Chief Electoral Officer, Manipur P.K. Singh on Tuesday held a Press briefing at the Conference Hall of CEO in connection with the State’s preparation for the upcoming Bye Election on November 7.

Addressing a Press Conference, CEO stated that with the announcement of election scheduled for three more Assembly constituencies, Wangoi, Saitu and Singngat yesterday by Election Commission of India. Altogether bye election will be held in five assembly constituencies. Latest mark III Electoral Voting Machine (EVM) and Voter Verifiable Paper Audit Trail (VVPAT) will be used in the bye election.

He further said that, in connection with the Bye-Election to Wangoi, Saitu, Singngat, Wangjing Tentha and Lilong Assembly Constituencies, the office of the Chief Electoral Officer of Manipur has almost completed preparation under guidelines from the Election Commission of India.

With the announcement of the election schedule by the Election Commission of India, the model of code of conduct comes into effect immediately in the entire district of Kangpokpi, Thoubal and Churachandpur. However, in Imphal West district model code of conduct will be applicable only in the assembly segment of Wangoi AC as it falls within the capital district.

CEO also stated that in the bye election SOP will be strictly followed as per ECI guidelines. Postal ballot will be available to elderly persons, persons with disabilities and those covid patients who are under quarantine. Deletion and correction of electoral rolls will not be allowed. However, in case of addition, it can be done ten days ahead of nominations, added the CEO.

The press conference was also attended by Joint CEO Ramananda Nongmeikapam.

                The Chinese People's Liberation Army has commissioned new, modern barracks for its soldiers and station heavy artillery close to the disputed India-China border in the Nagri region of Tibet. 

A report in the Chinese state media said that the permanent barracks had been constructed in the backdrop of the ongoing border tension. The older temporary housing facilities for the PLA's border troops in the Tibet Autonomous Region (TAR) have been replaced, the report also added.

The report has not confirmed the numbers, but did give out photographs, which suggests that the deployment is very large. The new facility is located at an altitude of nearly 15,000 feet. The report by the China Central Television however did not share details about how long it took to build the barracks. It also did not reveal when the construction began, but did indicate a short construction time. 

While facilitating the daily life of officers and soldiers to the greatest extent, the new generation barracks also highlights the concept of service and preparation for war, the report said. The PLA also released several photos of the new facility. They show the sprawling complex and also massive buildings and facilities to keep artillery guns. 

Stairs and corridors in the dormitory area of officers and soldiers have been widened to facilitate the rapid assembly of personnel; the war preparation material warehouse and garages have been seamlessly connected to facilitate the rapid loading and dispatch of troops in emergency situations, the report also said. 

In view of the high-cold and high-altitude environment of the plateau, the design and construction of the new generation of barracks focusses on heat preservation, energy saving and concealment, the report said. 

The military commanders of India and China are scheduled to meet on October 12. Indian officials say that it would require multiple rounds of talks before the disengagement process is complete.

Frequent tremors in NE could be precursor of major quake: GSI

         Frequent tremors in the North Eastern region and others parts of the country, even if mild ones, could be precursors to a major earthquake in the high sensitive Himalayan zone, according to the Geological Survey of India (GSI).

These mild shocks have occurred due to foreshocks and swarms, a top official of the GSI said, and warned that frequent tremors were a matter of concern in the subcontinent, where several areas are prone to major seismic activities.

Dr Sandip Som, the deputy director general of GSI, also said foreshocks — mild tremor preceding earthquakes — or swarm activities — series of earthquakes — indicate release of tectonic stress and strain.

This happens during the continuous deformation process, and a detailed study of these jolts could help predict if a significant seismic event is in store.

“These minor earthquakes are mainly clustered in the Northeastern and Northwestern Himalayan region, around the Delhi-National Capital Territory (NCT), western Gujarat and Western Maharashtra areas which have been demarcated as seismic zones IV and V,” the geologist said.

In the past, too, low-magnitude earthquakes have been recorded in these regions. According to the GSI scientist, earthquakes in the Northeastern and Northwestern Himalayas occur along the plate convergence zones — between India and Eurasia.

Explaining the reason behind the frequent tremors, the geologist said any earthquake depends on the strain and stress build-up of an area.

“Main strain and stress build-up areas have been noted along the convergence zone between Indian and Eurasian plates. Due to continuous plate movement, stresses build up in this area. Moreover, there are around 30 water reservoirs which also enhanced water load in the reservoirs increasing pore pressure and stress, triggering earthquakes,” he said.

The GSI has deployed 30 permanent GPS stations across the country to monitor tectonic plate movements and develop a strain map to identify potential hazardous zones.

“Work is under progress and its first phase is likely to be completed very soon. We will also carry out seismic microzonation (process of sub-division of region) and active fault studies to evaluate potential geological vulnerable seismic sites,” Dr Som added.

Northeastern states frequently witness mild to moderate earthquakes. Seismologists consider this mountainous region as the sixth major earthquake-prone belt in the world.

Earthquakes measuring 4.2 and 5.5 on the Richter scale have jolted two districts of Mizoram alone more than 100 times in the past three months.

Experts fear this might just be a prelude to a major disaster in the region.

YEREVAN: Armenia accused Azerbaijan of firing missiles into the capital of the separatist territory of Nagorno-Karabakh on Monday, while Azerbaijan said several of its towns and its second-largest city were attacked. 

Iran, which borders both countries, said it was working on a peace plan for the decades-old conflict, which reignited last month and has killed scores of people on both sides.  

The region of Nagorno-Karabakh lies inside Azerbaijan but has been under the control of ethnic Armenian forces backed by Armenia since the end of a separatist war in 1994. 

Armenian military officials reported missile strikes in the territorial capital of Stepanakert, which came under intense attacks all weekend. Residents told the Russian state RIA Novosti news agency that parts of the city were suffering shortages of electricity and gas after the strikes. 

Firefights of varying intensity ``continue to rage`` elsewhere in the conflict zone, Armenian Defense Ministry spokeswoman Shushan Stepanian said on Facebook. 

Armenian Prime Minister Nikol Pashinian said that while Nagorno-Karabakh's army ``confidently controls the situation'' in some areas where fighting is going on, it is ``very difficult'' in other areas. 

The Azerbaijani Defense Ministry, in turn, accused Armenian forces of shelling the towns of Tartar, Barda and Beylagan. Ganja, the country's second-largest city far outside the conflict zone, also was ``under fire,'' officials said. 

Hikmet Hajiyev, aide to Azeirbaijani President Ilham Aliyev, tweeted that Armenian forces attacked ``densely populated civilian areas`` in Ganja, Barda, Beylagan and other towns ``with missiles and rockets.`

Armenia's Foreign Ministry dismissed allegations of attacks being launched from Armenia's territory as a ``disinformation campaign'' by Azerbaijan. Nagorno-Karabakh officials didn't comment on the accusations, but warned on both Sunday and Monday that the territory's forces would target military facilities in Azerbaijani cities in response to strikes on Stepanakert. 

The fighting erupted Sept. 27 and has killed dozens, marking the biggest escalation in the conflict. Both sides have accused each other of expanding the hostilities beyond Nagorno-Karabakh. 

According to Nagorno-Karabakh officials, about 220 servicemen on their side have died in the clashes since then. The state-run Armenian Unified Infocenter said that 21 civilians have been killed in the region and 82 others wounded. 

Azerbaijani authorities haven't given details about military casualties, but said 24 civilians were killed and 124 wounded. 

Nagorno-Karabakh was a designated autonomous region within Azerbaijan during the Soviet era. It claimed independence from Azerbaijan in 1991, about three months before the Soviet Union's collapse. A full-scale war that broke out in 1992 killed an estimated 30,000 people. 

By the time the war ended in 1994, Armenian forces not only held Nagorno-Karabakh itself but also substantial areas outside the territory borders. 

Aliyev has repeatedly said Armenia's withdrawal from Nagorno-Karabakh is the sole condition to end the fighting. 

Armenian officials allege Turkey is involved in the conflict on the side of Azerbaijan and is sending fighters from Syria to the region. Armenian Prime Minister Nikol Pashinian said ``a cease-fire can be established only if Turkey is removed from the South Caucasus.'' 

Turkey's government has denied sending arms or foreign fighters, while publicly siding with Azerbaijan. 

Turkish President Recep Tayyip Erdogan reiterated that Turkey will stand with its ally Azerbaijan until it reaches ``victory.'' He also maintained that it was the international community's silence in the face of what he called past Armenian aggression that encouraged it to attack Azerbaijani territory. 

``In truth, lending support to Azerbaijan's struggle to liberate territories that have been occupied is the duty of every honorable nation. It is not possible for the world to reach lasting peace and calm without getting rid of bandit states and their bandit leaders,`` Erdogan said in an address to the nation following a Cabinet meeting.

 On a trip to Ankara, NATO Secretary-General Jens Stoltenberg said the 30-country military alliance is ``deeply concerned by the escalation of hostilities,'' and urged Turkey to help end the fighting.


``I expect Turkey to use its considerable influence to calm tensions,'' Stoltenberg told reporters after talks with Turkish Foreign Minister Mevlut Cavusoglu, who reiterated calls for Armenia to withdraw from the region. 

``Everyone, and especially NATO, must make a call for Armenia to withdraw from these territories, in line with international laws, U.N. Security Council resolutions and Azerbaijan's territorial and border integrity,'' Cavusoglu said. 

The Foreign Ministry of Iran, which has nearly 760 kilometers (470 miles) of border with Azerbaijan and a short border with Armenia, said it is working on a peace plan. 

Ministry spokesman Saeed Khatibzadeh did not elaborate but said Iran is talking to all related parties. 

``Iran has prepared a plan with a specific framework containing details after consultations with both sides of the dispute, Azerbaijan and Armenia, as well as regional states and neighbors, and will pursue this plan,`` he said. 

Khatibzadeh also warned both sides against expanding the hostilities into Iranian territory. 

``Any aggression against the borders of the Islamic Republic, even inadvertently, is a very serious red line for the Islamic Republic that should not be crossed,`` he said.
